BitTorrent will download but wont upload?

Hey,

I recently got set up an account with a torrent sharing website. I have no problem downloading torrents at high speeds, but I have some trouble uploading them. This is what happens: the torrent will constantly connect to different peers and say it is uploading at, say, .5 KBs, then it will steadily go down to 0. Moreover, I have had this torrent for 2 days but it says I have uploaded 0 B. My port forwarding is set up correctly, so I know that is not the problem. Could it be an issue with my new ISP? I appreciate any advice on this issue.
 
Most definitely an issue with your ISP. They are watching you and capping your upload speed which means they know you're downloading large amounts of data which means they know exactly what you are doing which means you will soon get a cease and desist letter which means you are owned. Once they catch you they constantly monitor you. I just love it when idiots like you get caught.
