BlackBerry to BlackBerry via bluetooth??

Can I bluetooth ringtones to my daughter on her BB if she has no data plan?? I dont see what that has to do with it, but it never works when I try to bt her with ringtones or photos.

Any suggestions?
The error message says:

failed to find service. ??
