There is any application(exe,jar) to connect to a target mobile without noticing him.I tried "bt info" but it require a permission from the victim

You should not be hacking someone else's bluetooth, how would you fell if some one where to do that to you!

Im afraid not. This has been patched on almost all mobile phones nowadays
