Does it cost to send stuff like ring tones between phones that have blue tooth??

Nah, it shouldn't, because bluetooth is wireless not connected to mobile internet. However, your phone may restrict you from sending ringtones if it thinks that they copyrighted (there just won't be a send option anywhere)
