BSNL Data card service in North-Eastern States?

I want to buy a BSNL prepaid data card(i am not sure if BSNL prepaid data card exist).I am working in North-Eastern state of India and i don't have any more options,i have to go wit BSNL.Now i am in Chennai.my doubt is that if i buy a BSNL data card from Chennai,will it work everywhere in India(particularly in North-Eastern states)?will i be cost if i used it in roaming?if so is there any plans which allows free roaming facility??Prepaid Sim which i use in Chennai doesn't work in North-East and prepaid north Sim doesn't work in any other Indian state.Only postpaid Sim works.So my doubt is that if i apply for a data card in Chennai whether it will work in north-east?and with what roaming tariff?Please suggest a plan with no roaming charge.
