can a dealer sell a truck with 10% brakes left?

a dealer sold me a used truck with 10% remaining on the brakes, they claimed they had checked the brakes and the mechanic put 30% but my mechanic is well known and extremely professional with no reason to lie or fabricate the information. not to mention theres no way my truck can lose 20% of the brakes in 2 1/2 weeks. my friend called an old co-worker who works at dealership and they said legally the vehicle shouldn't be sold with anything less than 35%. just want to verify this.
 
If its sold " as is " then they can sell you a car that has a bad motor.
