Can a plumber arbitrarily put a lien on my house for an outrageous bill...

...that he refuses to discuss? I called a plumber to help with water coming up through the sink. He came over, looked at the sink, and said I had to call a septic tank company -- all within 10 minutes. He sent me a bill for 1 mechanic, 2 emergency calls, and 1 service call totaling $461.66

Obviously this seems a tad outrageous, so I called him to talk about it. He was very hostile, refused to discuss the bill, and threatened to "go to town hall and put a lien on your property!", saying we did not want to F**** with him.

Can he do this? I am willing to pay the bill but I think the amount he charged is not in line with the services he provided.
