can at&t change my plan if i buy a unlocked samsung impression?

if i get a samsung impression from eBay will at&t change my plan and add a data plan automatically? i have a family plan right now but i want a better looking phone without the data plan my contract was finished about a month ago! and i still want their service i just don't want a data plan! will they do that?
