Can dried tobacco leaves be used in a vegetable garden as fertilizer?

I have a great little vegetable and herb garden growing. A friend gave me some dried tobacco leaves. Can I lay them on the soil of my garden for fertilizer?
 
Sorry you can't apply dried tobacco leaves as fertilizer to your herb garden. Instead you can use the tobacco as an insecticide (usage: boil the tobacco, keep overnight and dilute some bar soap into it and spray to the plants while insects attack.)
