Can he try to sue for visitation?

I've had someone tell me that he can file with the courts and papers will be sent to whatever address is on file for my drivers licence. But I've had multiple people tell me they can't do that because I'll have to sign when they "serve" me the papers and that if he doesnt have an address to where im at, he cant do anything.
