Can i block off cold room vent if i'm not using the room at all?

My cold room vent is too close to the ground on the outside. Last week with all the rain and snow melting, water went in thru vent into the cold room and under the laminate flooring in the finished part of the basement. We do not use the cold room for anything (i don't even know why it's there). I was wondering if sealing the vent is the best option and what are the consequences if any. Thank you!
 
I had the same problem once...and i worried over it as well, until i asked the right person...but its perfectly fine to block it off ...its the same as doing it manually..the air just reverts to the next outlet.
