Can I get my itouch fixed at apple without a warranty (for a fee?)?

I got a 4th generation 32g REFURBISHED itouch on ebay. It was for a great price, around $70 less than buying it new, plus no tax. However, it came without working speakers (meaning I HAVE to use earphones like any other ipod) and the wifi isnt as far reaching as it should be either.

I'd prefer not to go through the trouble of trying to return it through ebay when everything else works fine.

I tried searching the Apple site to see if I could, but found no useful info on it.

I realize if they will look at it and fix it, that I'd have to pay since I have no warranty with them- but will they do that?
And if so, does anyone have an educated/reasonable guess as to how much repairing the speakers might be?
Oh and does anyone know if it would cost money for them to simply look at it, or would it only cost me money for them actually TO fix it?
