Can i install apps from google play on my computer to my android?

I used my computer to download apps from google play and when I clicked on the app/game it said "This game will be installed on your device soon" but when I check on my galaxy s4 it's not their and its the right phone im sending it to anybody know whats wrong
 
Yes you can install.but for this reason you have to active internet service on your mobile & PC
