Can I install vista on this system?

I have a:
Packard Bell
Intel pentium 4

This system is designed for XP, and I have an XP serial number on the motherboard. I have to reinstall windows anyway, so I wondered if I can get vista on this system?

Sorry I can't give more stats, the reason I need to reinstall windows anyway is because I'm locked out lol.
