Can I take my 7 week old puppies outside without vaccinations?

I have two 7 week old toy poodles and am trying to housebreak them, I was wondering if I can take them outside to my backyard so they can eliminate there instead of on my tiles but the thing is I used to have an outdoor jack russell so I'm not sure if it's safe for them? ( my backyard has been dog free for about 5 months now )
