Can I use a 40 gallon power filter in a 28 gallon tank?

I have a 28 gallon tank with a 30 gallon power filter that I need to replace soon, and I was thinking about using a 40 gal filter instead...would this be a problem? Is there such a thing as over-filtering?
 
You can definitely use it! There is no such thing as overfiltering! There could be such a thing as overcleaning by way of changing too much water too often, but all the good bacteria live in the biosponge inside your filter. You won't get rid of them by cycling the tank too much.
