can i use a "Rogers" phone in Germany? with any sim card?

please somebody help me..
i dont know what rogers really is but id like to buy a rogers unlocked phone from ebay and i was wondering if i can use it in germany with any sim card?!

If you want to use any sim card on your phone means,Make sure your phone is free from Rogers network lock.
If it's locked means,you will need to unlock your phone.For unlocking you can approach your service provider or else try to buy an unlocking service from any one of the online unlocking service provider like TheUnlockSpot.com
