Can they seriously give you a $1027 ticket on your first offense?!?!?!?

My boyfriend got a ticket because he was going to pass another car on a double yellow. And he just checked and they said his ticket is $1027!! He's 18, in California, and it's his first ever ticket for anything.

Can they seriously do that??? Or could it be a mistake????
 
lols, $1027 ticket, that is awesome. my friends in ohio that have run red lights and gone 25 or 30 over speed limit haven't gotten ticket over $130. sure am glad i dont live there
