Yes. You can tour whatever college you want you don't have to apply first. The point is to see if you even want to apply there. You get to see the facilities, ask about the programs etc...
Yes..I visited so many colleges before I applied and just picked 4 out of the colleges I visited to apply. The colleges want you to visit but they know not everyone will apply.
