Can u put snes or GBA emulator on PSP-3000?

i've tried doing it on GBA, it says error. I don't know if I did it wrong. help!!!!
 
This is because the PSP 3000 isn't able to run homebrew programs.

In order to run programs that you download from websites other than the Playstation Network, you will need a Custom Firmware.
However, currently there is no way to get a custom firmware on the PSP 3000 (or PSP 2000 models made after March 2008).

So you can't put SNES or GBA emulators on your PSP 3000.
