Can you buy BBM separately without a data-plan with Rogers?

I'm due for an upgrade, so my parents are taking me to the Rogers store next week. My dad just got a Blackberry today, knowing how much I want one. The only problem is that the data-plans for Blackberrys are insane. My parents wont pay 40$ a month for my phone plan. I'm currently with Rogers, and I was just wondering if it was possible to not require a data plan for BBM? I've heard around that you can just buy it separately for 10$ a month. Does anyone know if this is true?
