Yes, of course. There is no law that you have to be debt-free to start a business or to get a business license.

Now, if you're asking whether you can get financing for a business with unpaid debts, that's different. Lenders will require you to be in good status with your debts, meaning you have to be making regular payments and have a payment agreement for each one. If you can get a lender to agree to wait for a time before you start paying, that's fine, too, but you need the agreement in writing.

If you aren't looking for financing, then just go ahead and start your business. Realize that creditors may come after you and sue, and they may investigate to find your assets. If they sue and win a judgment against you, they can snatch your personal and business bank accounts, put a lien on business property, etc. Of course, they have to find these things in order to do it.

If you can start a business and not apply for credit for it, then sure, you can start paying debts once you have income. And once you clean up the debts, you can rebuild your credit and get credit for your business (if you want to) at that point.

We are in a deep recession that is about to get doubly worse.
Unemployment could hit 10%.
People are not spending money on things they do not need.
Unless you can sell Angel Soft toilet paper cheaper than walmart I would wait a year to start a business.
