Can you use whole milk(homo milk) in a recipe that calls for cream?

I found a recipe for a chocolate mousse and it said to use cream. It did not specify whipping cream or half n half, just said cream. It says to melt chocolate chips with some cream in a pot and meanwhile beat more cream in a bowl until it creates peaks then fold the chocolate mixture into it. So my question is will whole milk create peaks too when beaten for long enough?? Also if not any recipes to make something similar? I have chocolate chips, whole milk, eggs, vanilla, ? Any suggestions appreciated!
 
Make it right and use whipping cream, as this contains the fat necessary to add air to the mousse to make it light and fluffy.
 
Sorry it won't work. Half and half might work but not whole milk. some canned milks will work if it has a high enough cream /fat content.
