Not really, no.

Whether a trait is positive, negative or neutral depends almost completely on the situation. Your character's loud and controlling? Terrible when trying to impress a new boss, great when trying to make sure you and three other people escape from a dangerous situation, neutral when shopping.

You cant really have a neutral trait, everything sides one way or the other, but that can vary from slightly to enormously, vague to clear, ying to yang. thats how you make a good character.
