China - Japan, Japan - China, baggage fee and how to avoid it?

I went to China on vacation before I went to study in Japan and when I went to leave China I had to pay a baggage fee because apparently you can only take something like 20 or 30 kg to Japan, and I was like 15 kg over.

Does anyone know of any way I can get around this fee if I want to return to China after my study in Japan?
