They do in the sense that they're capable of rational thought, but to deviate from the word of God is to relinquish one's status as an angel, which is literally a servant of the Lord. After that, an angel becomes a demon; same species, different title.</p><p></p><p>It's like saying that freedom of speech exists in Iran; sure, it does in the sense that you won't be physically prevented from saying anything because you're incapable, but to do so would be to sentence yourself to death afterwards.
