Yesterday, my 1999 Cirrus would not start, When I put the key in it won't even turn. It feels as though the steering wheel is locked but it's not. People have told me that maybe the transmission is locked and is slipped out of gear. However I live in the midwest and it's brutally cold here along with inches of snow. I have no clue as to what could possibly be........ the car as 86,000 miles and I never had 1 problem, any Idea's??
