Chrysler LHS 95 Fog Lights No longer turn on, why?

The fog lights do not come on when I turn them on. I checked the fuse and it's fine. Tried to open the headlight casing but it's hard to get my fingers into the fog light area to check the bulbs. What could have caused the fog lights to no longer turn on besides a bad fuse or bad bulbs?
