Cig lighter Fuse box for 2001 Saturn SC1?

My cig lighter has never worked in my car and i looked at my fuse box under my hood. It didn't say any of them where for my cig lighter and i was wondering would it be named something different? Or where would the other fuse box is? Or can there be something else that is wrong with the cig lighter? i dont wanna go get it checked cuz im broke. so anyone help

its in the center console by your feet on the passenger side . you'll see the panel adjacent to the glove box. as for the cig lighter its the lowest fuse 20(yellow). lowest or closest to the floor.
