Cigarette pack "Toxic Emissions"...?

Okay, so I've been smoking for close to 5 years now, and I've seen the sort of ingredients list on the side of the packs many times, and my dad showed me a while back the difference between the brand I smoked at the time and the kind he smokes, by comparing the amount of the chemicals in the two brands. Turns out his had less of most of them.

Anyways, I'm trying to quit and I was just comparing the chemicals between my brand and my new brand of menthols(I hate the taste, so I'm hoping it'll help me cut down), and I was wondering why on earth they always have it as like, 14-33mg. Why does the amount vary so greatly? Is the amount of each chemical different between each cigarette or something? If so, why is that? Why don't they just have roughly the same amount?

It's a bit worrisome that I don't know how much crud is in each cigarette. Do they do it just to freak people out?
