Cloning new MAC Adress using Rogers ISP?

So, I just want to change my IP Adress because of this website who "by accident" banned my IP and can't register new account. I don't want a whole new block of IP adress just want to change last number in IP Adress. The main point is I want just a diffreent IP Adress. Okay, I have rogers isp and linksys router. I know how to clone MAC Adresses. I tried once and changed the last 2 digits of my mac adresses and cloned it and it worked and i had a different IP.. however I can't seem to clone a, what I think, "valid" MAC Adress so I get a new one. Everytime I clone a new one it says all DNS IP ADRESS 000.000.000.000 .. I have a dynamic IP.. and the MAC Cloning worked once and changed my IP... I just need help getting another "valid" MAC Adress? Could soneone help me please?

Disconnecting/reconnecting doesn't work whatsover.. I'm sure when I cloned a different my MAC Adress by changing the last two digits DID change my IP Adress because I when I re-cloned my old one I DID get the OLD IP...
I'm not sure tho what that means.. Just saying what I'm seeing.. Hope that helps people get me answer ...

lol ok. Spoofing your MAC Address did NOT change your ip address. Your real IP Address that is seen on the net is assigned by the ISP. Since the ISP DNS assigns your dynamic IP your best bet is to keep disconnecting and reconnecting your modem until you get assigned a new IP.

Cloning the MAC Address does NOTHING. MAC Address is used to identify your computer on your LOCAL network (link layer).
