Cocker Spaniel Cyst Problem?

My Cocker Spaniel has had a Cyst problem since he was a puppy. At first he had 3 or 4 which he has surgically removed under anaesthetic. The vet confirmed there was nothing wrong with them they were just cysts. He then developed more and had to go under for something else, so the vet said he may aswell remove them at the same time. This has been a continuing problem, and now at 5yrs old he has them everywhere. You can't pat him on his back for lumps, you can't pat him on his chest - more lumps, and they seem to be growing in size. The vet doesn't want to remove them as understandably he doesn't want to keep putting him under, when he knows there is nothing wrong with the cysts themselves. However they are growing and I really don't know if anything can be done about the problem. Has anyone else had this problem with their dog/s, and what did you do?
