computer problem when internet is connected?

whenever the small icon on the task bar about internet status shows. Applications dont open but folders open, after restarting the computer it works or sometimes it doesnt so i have to restart computer again , i scaned with kaspersky and ad-aware and no threats have been found.
what might have happened, please help very worried
