computer won't "see" my samsung rogue?

I've been trying to add music to my verizon samsung rogue. When i plug it into a computer (i've tried both my xp and windows 7), the computer doesn't recognize the phone and the phone doesn't say anything either. I've tried going into 'usb' mode on the phone, but nothing helps. any suggestions?
 
Connect the phone, and then go to Settings and Tools->Tools->USB Mass Storage
