Cop though i flipped him off who do i complain to?

I was born with one finger on my right hand, please no rude comments. First off i have a special computer so i can type, just like a paraplegic etc. I asked this question in law and ethics and received abuse and no help at all.

I was in NY trying to hail a cab. I was waving my hand around and a cop drove by me. He stomped on his brakes, threw his lights on and did a U turn. He came at me so fast i though he was going to punch me. He yelled and said how about i stick that finger up your ***. I just stood there looking at him not knowing what to say. He said "how would you like me to flip you off?" I said "officer i was hailing a cab" he looked at my hand and turned bright red, noticed i had one finger. He apologized and said he thought i was flipping him off. I was in a rush to get to work so i refused his request to speak to his supervisor. Is there anything i can do? He gave me his badge number and name? Who do i complain to?
 
Do definitely complain. Driving back to you aggressively and yelling at you is NOT an honest mistake. It's an intentional mistake. It is good that he apologized and gave you his info, but his initial reaction is way, way out of line. Simply go to the website of the agency he works for and look on there for how to file a complaint and then do so. EVEN IF you intentionally flipped him off, I don't know that he would have any recourse against you even in THAT case.

Also, I would write him a letter directly telling him what he did wrong and making him feel shameful.

Whoever gave me those thumbs up, right on, man!
