CPU usage & RAM (Vista's gadgets)?

Don't worry this is normal for vista , i have 3 gb of memory and my memory usage is constant at about 40 %. Vista uses a lot more memory than xp used to.

Well i was just playing around, adding new gadgets to my vista side bar, and i clicked on CPU usage & RAM. Every time i clicked something, the CPU usage meter would rise, and go back. But the RAM meter bar was at 39%. I have a couple of questions.

1. What happens if your CPU bar meter goes over 100%?
2.What happens if your RAM bar meter goes over 100%?
3.How can i get my RAM meter bar to go back to like maybe 10%
cause 39% is quite a lot and should i be worried about it?
4.How does the RAM delete itself? does it delete itself when you switch off your Computer?

before answering i must note that i personally aren't too sure about the accuracy of these meters. but anyways,
1. the processors finds 100% usage
2. 100% of the RAM is used
3. don't worry, that is quite normal
4. when you turn off the comp then the RAM is cleared
