DC Earth vs Doctor Doom?

Doom finds himself transported to the geographical equivalent of Latveria on DC Earth, and decides to conquer the planet.

Both sides are in-character and neither starts out with knowledge of the other; Doom must learn about the different heroes and other details about this world and they will be unaware of Doom until they are alerted to him by his actions. In other words, the rest of the world won't be hunting him down until he gives them a reason to do so, while he must figure out how this world differentiates from his own.

Doom has 5 years to achieve his objective; HOWEVER, he is limited to the laws of science and magic as the operate in the DC universe. He cannot, for instance, create a cosmic cube as they are particular to the Marvel verse, nor can he invoke magical entities or demons that are not part of the DC multiverse, though he retains some basic magical skill that relies on his own personal abilities. He must figure out for himself how things like that are different here, though he is wise enough to realise that there may be such a difference (so he won't blindly assume his knowledge of magic and science are just as good here as back home).

He is otherwise free to act as he will, and he is allowed to recruit and manipulate other characters to do his bidding. And as a side-note, the Mark Millar Doom is here considered non-canonical, so he is not on-par with or above a creature like the Marquis of Death.

Anyway, how does this go? Can DC survive the wrath of Doom?
 
The Doc will win. It will be tricky because of how science is difrent on DC universe, and magic will be kind of wonky, and the heroes aren't new york obsessed, but at the end of the day, he will turn that for his benefaction.
