Denied oil dpill claim?

I filed a claim with the gccf on 10/4/10 and was denied on 10/8/10 as being part of the moritorium. I have proved i worked on land and several of my co workers have been compensated. The gccf is now trying to get me to file a final claim but if i filed for an emergency claim and was denied as being part of the moritorium wont they see that and deny a final claim for the same reason? What should i do next?
