Did the UK ever ask to become a diverse and multicultural society?

With the issue of government statistics showing the increase in foreign workers while unemployment continues to rise, there is the suggestion, by Keiith Vaz, the Labour chairman of the Home Affairs Select Committee, that "the danger is that such information could be misconstrued or misused by those who do not support the view that Britain should be a diverse and multicultural society,” There is the underlying suggestion that being as diverse and multicultural as possible is necessarily a good thing and that people who do not think so are out of line. Why?
