Do I need a resume for first job at taco bell?

For a high school student looking for a first job a resume is not necessary, nor is it expected. You have not completed your education and have no work history so you have nothing to put in a resume.
Just go to Taco Bell and any other place you think you'd like to work and ask for an application. Don't go at a time of day when they are most busy. Take it home to fill it out and return it at a time of day when they aren't busy. Good luck

A resume is for job history. If you have none what's the point?

Not necessarily. If you don't really have any previous experiences, then there's really no need.
But if you have any special awards or skills then that is a good way to show them. I always put that I got the Pepsi Spirit Award.
