Bush started the free cell phones program in 2008. No tax money is paying for them.
But low information Obama voters think Obama gave them free cell phones, so they voted for Obama because Bush gave them free cell phones.

This is also why Republicans rarely help minorities. When we help the poor, the Democrats take credit for it, and the poor vote for the Democrats because of what Republicans did for them.
