From the outside California seems to be tough on crime.
Mandatory life without parole for 1st degree murder, 15-life for 2nd degree murder, doubling the punishment for 2nd time offenders of crimes such as 2nd degree murder, rape, kidnapping, armed robbery and giving life without parole for 3 offenses of those crimes.
However, for some reason alot of inmates even violent ones are released alot earlier than their parole times so it does not seem to be as tough as the outside.
Whereas, some states that don't seem to have as tough as a punishment as a book have more enforcement (like tougher punishment on plead bargains, little chance for parole, no early release, not allowing a significant pleading down to certain crimes).
I look at it both ways I think that first degree murder should be life without parole or death and that other crimes should be based on a term of years for a first offense and possibly life without parole for a second offense.
