Anime is a Japanese "art form". Not a Chinese one. The Japanese were the first to create manga, and then anime, though anime was said to be based on the animated pictures of Walt Disney and the Fleisher Brothers. Osamu Tezuka is generally given credit as one of the most important figures in the creation of modern manga and anime (and he was Japanese).
