Do you have these trucks in America for removing delinquent vehicles?

Over here in London England, cars are not actually towed away. A special flatbed truck shows up with special equipment on the back to lift the car up from the ground and carefully place it on the truck, where it is secured before before being taken away. Mostly used for serious parking violations where the position of the parked vehicle is considered a hazard to other drivers. It must be a shock to a car owner to see his car pass by on the back of a truck.
 
In a busy city, they are very rare. Usually there is a tow truck because most of these cars are sandwiched between other cars so you can not just pull it out vertically.

Our flatbeds don't lift.
 
we have flatbeds, but they use a system of pulleys and chains to drag the car onto the bed of the truck. i've never seen one that actually lifts the car off of the ground. i'd actually rather have that considering that it would do less damage to the e-brake and transmission.
