Do you have to purchase a service plan when using an Unlocked IPad?

I'm looking too buy a refurbished Apple Ipad wifi only off eBay. The seller states that the iPad is unlocked..Will I still have to purchase a service plan from at&t to use the iPad? Or can it be used on my Wi-Fi connection I have at home?
It's a 1st generation iPad.
