Do you need a MAC to create iphone/ipad apps?

I downloaded the ios sdk last night and it was in.dmg format, tried converting it and i couldn't. Is there a way to run ios sdk on windows or do i need a mac to develop iphone/ipad apps?

.dmg only works on mac. to create iphone/ipad apps, you would need a mac
