Dodge/Chrysler 300 not getting gas, harmonic balancer will not come off!!?

When I hook the gas pump it does not make a sound but when i hook the new one and olde one ups to the battery directly i get suckage. How do i find the fuel pump reset button if there is one, where are the fuses at for the power lines to the pump, how do i identify them in the fuse box, how do i find the cords once they go up underneith the car? Are they under the seat or carpet? When I would try to start the car the crank would turn but never catch so i am assuming this is the issue. But another problem is the harmonic balancer will not come back off no matter the tool and it turns just a tad crooked. How much of an issue will that cause?
