does a prepaid iPhone still work? ios 4?

I have an iPhone 3GS on firmware 4.0. I know that before you could have an iphone on a prepaid plan, without data of coarse. i went to an AT&T store today to get it activated. they said that it doesn't work anymore. i don't believe the att person because she was giving attitude and seemed like she didn't want to try or do anything. So, does anyone know if that still works?
