I want to buy a locked verizon iphone 4 will it work with a t-mobile sim card when I unblock the phone

No,it's impossible.Verizon is CDMA network.Most of CDMA network locked mobile doesn't have sim card slot.SO after unlocking you can't able to use T-mobile(GSM) network.If you need to unlock your Verizon lock iphone 4 visit Unlock-zone.com Here you can unlock your iphone using Remote unlocking method.No need to jailbreak your mobile.
