Actually there is not a major difference with Android 2.2 and 2.3. Android 2.3 is more of a cosmetic difference with a new layout and better battery life for the android cell phone. All apps should work with Android 2.2 and 2.3. With Android 2.2 and beyond Adobe flash is supported. If you have Android 2.2 it does not mean that more apps will run on Android 2.3.

With Android 2.1 more apps will not run on this android version since it doesn't support Adobe flash.

no
99% of the apps that run on 2.2 work fine on 2.3, and even vice-versa
2.3's advantages are that its generally faster and has better battery life, among many minor fixes.
